The developer is actively seeking a tenant for the restaurant/wine bar on the ground floor. Any tenant would need to do a major fit out so it will not be ready for some time. There are seventeen apartments in this building which is on the site of the old London Hotel.

Traffic Management in Beacon Cove During Cruise Ship Visits
During the 2018/19 cruise ship season, the City of Port Phillip’s (CoPP) Transport Safety Engineering team worked with VicPorts to trial an extended Traffic Management Plan (TMP). This was implemented on 25 critical cruise shipping days. The TMP included traffic controllers stationed at the Beach Street, Princes Street and Waterfront Place roundabout. The program was considered a success.
The program is designed to:
CoPP officers will continue work with VicPorts during the cruise shipping to monitor and review the TMP. The dates the extended TMP are to be implemented are available on the Council’s website.
The program is designed to:
- Improve the operation of the queuing lane and the Princes Street, Waterfront Place and Beach Street roundabout.
- Prevent truck access into Waterfront Place from Princes Street and Beach Street (from Beacon Road/The Boulevard approach).
- Improve safety and operation of the roundabout.
- Reduce truck volumes in Princes Street and other local roads.
CoPP officers will continue work with VicPorts during the cruise shipping to monitor and review the TMP. The dates the extended TMP are to be implemented are available on the Council’s website.

Update on Traffic Management at Station Pier
We have recently received the following information from the City of Port Phillip (CoPP) which you may find of interest.
The extended traffic management plan (TMP) to be implemented at the Waterfront Place, Princes Street and Beach Street roundabout to include traffic controllers is part of a trial. This will be implemented on cruise ship turnaround visits that coincide with a double sailing by TT- Line between 5:30 am to 9 am on single-double and 6:30 am to 9:30 am on double-double sailing days.
Although, Council is aware queueing occurs during some evening periods on cruise shipping days, Council has identified the morning peak period to be the critical period.
Existing signage along Todd Road for vehicles travelling southbound towards Williamstown Road advises drivers to turn left onto Williamstown Road as continuing along Todd Road is for LOCAL ACCESS ONY. The preferred route for trucks is Todd Road – Williamstown Road – Graham Street – Bay Street – Beach Street.

Consultation Extended on Princes Street Roundabout Changes
The City of Port Phillip (CoPP) has agreed to extend the consultation period by one week for the proposed trial barring right and U turns from Beach Street (eastbound) or Princes Street which we highlighted yesterday. Residents will now have until Monday 2 July to provide feedback on the proposal.

Proposed Trial: Beach & Princes Streets & Waterfront Place Roundabout
The City of Port Phillip (CoPP) is planning to introduce a left-turn only barrier at this roundabout for traffic entering the roundabout from Princes Street. This and other improvements is in response to residents’ concerns about the congestion that often occurs at this roundabout when large vehicles attempt to turn right from Princess Street or Beach Street into Waterfront Place. The improvements will be trialled over 12-months during the 2018-19 cruise ship season. The change will commence in September 2018.

The CoPP has notified some nearby residents but not all who will be affected. Residents have until Monday, 26 June 2018 to comment on the proposal. Details of the proposal can be accessed here. Further information can be obtained by emailing transport@portphillip.vic.gov.au or by ringing 9209 6777.

London Hotel Site Update
You may recall we provided an update in September which mentioned that the City of Port Phillip (CoPP) had approved plans for the London Hotel site.
This decision (CoPP application 1220/2016) included the requirement to meet modifications to the plans, a number of which would reduce the buildings impact on the adjacent apartment blocks and also to reduce the amount of overshadowing of the foreshore.
The developer has decided to challenge the construction permit conditions at VCAT. The hearing for this challenge (P2626/2017) is expected to be in April 2018.

London Hotel Site
The City of Port Phillip (CoPP) recently approved plans for a redevelopment of this site, but with amendments after community input.
The approval is for an eight storey building, including basement car park, 18 apartments and a hotel. The amendments are for the inclusion of three onsite visitor parking bays; increased setback of the upper levels to ensure that the pedestrian path on the foreshore is not overshadowed after 10am throughout the year; and the inclusion of a heritage record about the London Hotel.

London Hotel Redevelopment
The City of Port Phillip (CoPP) has advertised plans for this site. The new proposal is for an 8-storey development (previously 8 storeys) comprising basement car parks, hotel and 18 dwellings (previously 35 dwellings). The new plans can be viewed on the Council’s website using this link (please be aware that due to the nature of the CoPP system it takes quite a while for the page to load and a few intermediate pages will flash up in the interim so ignore the intermediate pages and just wait for the final page to load) or by searching for application number number 1220/2016 online.
Council has agreed to provide a presentation to the BCNA in the coming weeks. The BCNA Committee will then decide its position with respect to the development.

Beach Street Queuing Lane Update
The City of Port Phillip (CoPP) is about to commence construction of the Beach Street Separated Queuing Lane. Works have been delayed to accommodate the cruise shipping season, which has now finished for winter.
Works on the queuing lane will commence on 30 May 2017 and are scheduled for completion by the end of August 2017 weather permitting.
The scope of works include:
As part of the works, three light poles will be replaced along Beach Street. CitiPower has advised there will not be any disruptions to your power and temporary lighting will be installed during the replacement works.

London Hotel Redevelopment
The existing building is now being demolished in readiness for a new development. The owner has submitted a revised application (1220/2016) and this is being assessed by City of Port Phillip (CoPP) Planning Department. No details are publicly available.
The original application was refused by VCAT in 2016. While VCAT supported the type of development they found that the height would cause overshadowing of the foreshore, providing no net benefit to the community.

Beach Street Queuing Lane Update
In June 2016, the City of Port Phillip (CoPP) endorsed the refined design of the Beach Street Queuing Lane. A public tender for construction of the Beach Street Queuing Lane was released with a request to deliver works prior to the start of cruise shipping season in October 2016. The tender process revealed it was not feasible to complete the construction within these timeframes.
The CoPP has now awarded a tender for the delivery of works. Construction will commence in May 2017 and is scheduled for completion by July 2017.

Redevelopment of the London Hotel Site
The Victorian Civil and Administrative Tribunal (VCAT) has completed a five day hearing on the owner’s application for the redevelopment of the site. This is for an eight storey building comprising a restaurant on the ground floor and seven levels of residences.
The BCNA was an objector to the application as well as the City of Port Phillip (CoPP), a group of residents at “The Anchorage”, and other nearby residents. Objections included overshadowing of nearby residences, privacy of nearby residences, overshadowing of the foreshore in June, a waiver of the requirements for a loading bay which means trucks need to load and unload from the street, and on-site parking for residents and their visitors.
VCAT typically provides written decisions within 4-6 weeks.

It is anticipated the successful contractor will begin work in September, subject to delivering the project within a six week time frame. In addition lighting assets along Beach Street must be relocated within this timeframe by CitiPower. A reminder that the City of Port Phillip (CoPP) want to better understand what residents value about the London Hotel on the corner of Beach and Swallow Streets. They are collecting information to prepare a comprehensive heritage assessment which will determine the potential for permanent heritage controls for the site.

What's happened so far?
In December 2015, four options to reduce traffic congestion were presented to Council. The options were tested throughout December 2015 – February 2016 to determine their effectiveness in reducing congestion. Traffic modelling showed the Queuing Lane option addressed congestion for the majority of peak hour, with the exception of 10 minutes between 7 am - 8 am, where traffic will be delayed by approximately eight minutes.
Council Officers have been working with Civil and Traffic Engineer consultants to design a queuing lane in more detail.
Subject to a successful tenderer being able to deliver within a six week timeframe, and budget constraints, the redesigned Beach Street Queuing Lane could be completed this calendar year. Alternatively, the construction could commence in May 2017 to accommodate the cruise ship season.
